About The Historic Preservation Commission

The Historic Preservation Commission (HPC), established by municipal ordinance in 1987, is charged with conserving, protecting, enhancing and perpetuating the landmarks, properties and improvements within the Glen Ridge Historic District. This District, comprising over 80 percent of Glen Ridge, runs roughly from Dodd Street in the north to Carteret Street in the South.

By ordinance, all exterior changes which can be seen from any street (regardless of existing or future trees, shrubs, or other landscaping) to the houses and properties in the Historic District are subject to review by the HPC before a Building Permit for such changes is issued. The Commission strives to assist owners in planning renovations or remodeling to meet the historic preservation criteria and standards. HPC meetings are held monthly in the Council Chambers at Borough Hall, and, by law, are open to the public.

An applicant for a Building Permit for any work fitting the above criteria (also, see "EXCEPTIONS" below) will be required first to file an application for the HPC, and to appear personally before the Commission with the builder, contractor or architect before the HPC at their monthly meeting (usually the first Wednesday of each month). Applications must be accompanied by photographs of the property as it exists, sketches to scale, working drawings, or architectural elevations of the proposed work, and samples of materials, where appropriate. In reviewing applications, the Commission considers the visual compatibility of the proposed alteration with the structure, its history, and its surroundings.

The following are some of the actions which require the approval of the Historic Preservation Commission before a Building Permit can be issued:

EXCEPTIONS: The HPC does not review paint or roof color, or roof materials if they are the same as the existing materials. Window and door replacement, if there is no alteration of the original opening or material, do not require HPC approval, although the Commission welcomes applicants wishing to consult them.

Certificate of Occupancy / Zoning Compliance Certificate

An inspection for a Certificate of Occupancy / Zoning Compliance Certificate is required upon any change of ownership or tenant change.  The following items must be properly installed and in working order prior to the inspection:

The fee for the inspection is $75.00 via cash or check made payable to The Borough of Glen Ridge.  Inspections are performed by Building Department Staff, on Tuesdays and Thursdays in the morning, by appointment.  To schedule an inspection please contact the building department at 973-748-8444.

All open building permits MUST be closed out prior to the issuance of the certificate.

We value your cooperation, working together to keep our community clean.

Please be aware that kitchen garbage and light trash is picked up in the rear of the house twice each week. Garden and yard debris is picked up at the curb. It must be either bagged or tied in bundles. Loose brush and large tree limbs will not be collected. They must be cut into 30-inch lengths and securely bundled. Heavy trash, garden or yard debris in bags exceeding 35 lbs will not be collected.

Curbside trash and bagged debris should be put out after 6:00 pm preceding the pickup day. If refuse containers are used, they must be removed from curbside within 12 hours after pickup.

Heavy trash and debris is collected the first Thursday of the month for bulk-pickup-day. This service is provided borough-wide. Due to early collection hours, residents are advised to put bulk waste out after 6:00 pm Wednesday evening before the pick-up.


New Recycling Program

Starting January 1, 2010 the Borough will begin a single stream collection of plastics (type 1 through 7), bottles, cans, newspaper and cardboard. All material can be placed in one container.

Mirrors, window or auto glass, light bulbs, ceramics, microwave trays, oil or antifreeze containers, coat hangers, paint cans, 5 gallon pails, tar pails, laundry baskets, vacuum hoses, plumbing accessories, toys, building products, wire of any kind, electrical equipment, dishes, cooking trays, pots, pans, toasters, and general household items. Electrical equipment can be dropped off at the Town Yard on the second Saturday of each month.

Lights, Camera, Glen Ridge!

Every year since 2001, Film Fund Grants in the amount of $5,000 have been awarded by the Community Affairs and Public Relations Committee of the town council out of the revenues collected from filming permits issued in the borough. However, it must be noted that the benefits Glen Ridge derives from film shoots within its borders are far greater than the grants dispersed - particularly since the town has become something of a Mecca for location finders. Revenues to the borough from permit and per diem fees have doubled in the past two years, and the lion's share has been used for property-tax relief.

In addition, production companies frequently make generous contributions to organizations within the town as goodwill gestures. For example, the production company responsible for the filming of "Mona Lisa Smile" in 2002 made substantial contributions to the South End Association, the Senior Center , and the Ashenfelter 8K Race; it also paid for the repainting of the interior of the Women's Club. More recently, the producers of "Taking Chance," an HBO movie with Kevin Bacon, paid the Board of Education a sum that allowed for the refurbishing of the high school's gymnasium floor, and another film company paid for the Golden Circle's trip to West Point last fall.

Of course, residents whose houses are chosen for shoots also benefit from the filming boom in town. In the past year, over twenty different homes in the borough- and not always the more palatial ones - were used for commercials. In fact, those chosen ran a gamut from modest to grand. One young couple, for example, were thrilled to have their rather dilapidated garage deemed the perfect setting for a Budweiser commercial over far more comely choices.

But perhaps the greatest benefit the town derives from film shoots is the gratuitous sense of identity and recognition they impart. Certainly, the almost uniformly positive reaction of producers, directors and actors to the town is gratifying. In a television interview actor Anthony LaPaglia gave to Larry King shortly after finishing the filming of “Winter Solstice” in town, he went on at some length about the gracious hospitality he and his fellow actors had received from Glen Ridgers in general and from the residents of Lincoln Street in particular.

Of course, there is always a bit of inconvenience to those living near a film shoot. By the same token, who doesn’t enjoy seeing Julia Roberts and Kirsten Dunst arriving at the Train Station or dancing at the Women’s Club (“Mona Lisa Smile”); Julia Roberts and Susan Sarandon among trick-or-treaters on Lincoln Street (“The Step-Mom”); Susan Sarandon and Sam Shepherd bemoaning the death of their son on Hillside Avenue (“Safe Passages”); Sigourney Weaver wringing her hands over her dysfunctional family on Douglas Road (“Ordinary Heroes”); or Julianne Moore waving a fond adieu from the train platform (“Far from Heaven”)? Even when the movie is a dud, Glen Ridge always seems to shine.

All retaining walls where the difference in finished grade is in excess of two feet six inches (2'6") above the lower level, shall require a building permit and be designed in accordance with accepted engineering practice. Such walls built to retain or support the lateral pressure of earth, water or other superimposed loads, shall be designed and constructed of approved masonry, reinforced concrete, steel sheet piling or other approved materials.

Single Stream Recycling

What is single stream recycling?

Single stream recycling is new to the Borough starting in 2010.  All recyclable material such as bottles, cans, plastics (#'s 1-7) and cardboard can be placed in the same container and will be picked up all together.  Recycling will be picked up weekly, please see schedule below for your recycling day.

Snow Removal

  SNOW REMOVAL


                    Parking on Borough streets during snow storms, or while street is 

                     snow covered is prohibited. To help clear the streets during a

                     winter weather event please observe this rule. To avoid extra work

                     please wait until the street is plowed from curb to curb before

                     clearing your driveway apron. When clearing your apron place

                     snow on the right side of the apron to avoid snow you just

                     removed from being plowed back onto the apron.

                                                                                      

 

  Note: Snow plowing, snow blowing, shoveling, or placing snow in street            

             is strictly prohibited. As these winter events are unpleasant for

             all,  your cooperation is greatly appreciated.

Regulations Governing Garage Sales:

1.    The term "Garage Sale" includes all advertised sales, such as Garage Sales, Attic Sales, Rummage Sales, Flea Markets or any sale of personal property.

2.    The Occupant (meaning owner or renter) must obtain a Garage Sale permit from the Township Clerk for a fee of $2.00.

3.    Only one permit per year may be issued to any address. A permit is valid for only two (2) consecutive days and must be displayed on the premises during the sale.

4.    The applicant for the permit must supply the Township Clerk with the following information:
a.    The name of the person or group conducting the sale
b.    The name of the owner or renter of the property where the sale will be held
c.    The number of days the sale will be held (not more than 2)
  
5.    The person(s) conducting the sale are responsible for keeping order on the premises of the sale. No loud or boisterous conduct or traffic snarls are permitted.
The police and fire laws must be obeyed and inspections by the Police and Fire Departments may be made at their discretion.

6.    Hours of the sale must be between 9:00am and 5:00pm.

7.    No signs advertising the sale may be posted on any place other than the premises where the sale is to be held. The sign may not be larger than two (2) feet by two (2) feet in size and may not be displayed on the premises earlier than one week before the sale and must be removed within twenty four (24) hours after the sale. Sales may be conducted only in the house, garage or rear yard.

8.    The Police Department will notify the Building Inspector of any violation of this ordinance and the Building Inspector will investigate and may prosecute a complaint before the Municipal Court for any violations.

9.    Persons who violate any terms of this ordinance while conducting garage sales may be fined, if convicted, not less than $25.00 or more than $100.00, and may be imprisoned for up to ten (10) days for each violation. Each day that an unlicensed sale continues shall be considered a separate violation.

renovations), structural repairs, roofing and siding, fences, sidewalk & driveway aprons, steps,

garages, decks, electric service upgrades, water heaters, boilers, HVAC, Oil tank removals and

installations, pools, Jacuzzi / hot tubs, enclosed porches, fireplaces and stoves.

Please call the building department before starting any work to be sure you have the proper approvals.

Where do I obtain information about dog licenses?

Dog License

Dog licenses are issued at the beginning of each year. The fee for renewal is $18.00 for altered dogs

and $21.00 for unaltered dogs. Please call 973-748-8400 ext. 220 with any questions.
 If you own, keep, or harbor a dog of seven (7) months or older for more than ten (10) days,
New Jersey State Law requires that you must obtain a Dog License during the month of January. 
Licensing may help reunite you with your lost or missing pet.   Your fee also supports programs that

enhance the welfare of animals including low-cost spaying, neutering, and rabies vaccine clinics.
   
 NOTE: New Jersey law requires you to supply the following prior to issuing your license:

PROOF OF CURRENT RABIES VACCINATION must be valid through October 1st.
If your dog’s rabies vaccination expires prior to October please send us your dog(s)
new vaccination record to keep your dog license valid. You are required to re-submit
your dog’s rabies vaccination record every year.
